Kawempe North Councillor Muhammad Ssegirinya has been captured bribing colleagues to vote him as Kampala Capital City Authority (KCCA) Speaker on Thursday.

Ssegirinya was one of three candidates vying for the seat. The others were Abubaker Kawalya, the Forum for Democratic Change (FDC) rebel Councillor representing Rubaga North, and Makerere University’s Doreen Nyanjura, the party’s official flagbearer.

Kawalya polled 17 to beat off competition from Nyanjura who garnered 14, and Ssegirinya who managed only his vote.

Neither those who Ssegirinya was pictured bribing nor those who nominated and seconded him thought he deserved their votes.

Ssegirinya was nominated by Shamim Awal (Female Youth Councillor) and seconded by Daudi Lwanga (Kampala Central – NRM).

Earlier, our reporters had captured Ssegirinya move closer to some Councillors, pretend as if he was having a conversation with them, then draw a Shs50K note from his coat pocket before he handed the cash to colleagues by emptying his fist in the members’ hands.

Some of those who got Ssegirinya’s ‘bizikke’ (Shs50K notes) included Awal, Aidah Zawedde (PwDs), and Solomon Mayanja (Makerere University).

Asked why he was bribing his colleagues, Ssegirinya said “every other candidate was splashing money.”

“Yes, I gave out the money,” admitted Ssegirinya, who Councillors refused to vote.

To avoid facing Ssegirinya, whose money she had chewed but refused to vote him, Zawedde moved out as soon as voting ended, and returned after the results had been announced.

After election winners were declared, Ssegirinya expressed surprise at his miserable loss, wondering: “How comes I got only one vote yet those who nominated and seconded me assured me they had voted me.”

He added that he was not contented with the results, further announcing that the victory party he had planned in Kawempe would not happen.
