MINISTER HILLARY ONEK ACCUSES UN STAFF OF FRAUD IN REFUGE PROJECTS, MOVES TO HAVE THEIR DIPLOMATIC IMMUNITY CANCELED

Hillary Onek the Minister in charge of refugees and other aspects of disaster management has written to the heads of UN agencies involved in refuge management specifically accusing UNHRC, WFP and others of frustrating government efforts to fight corruption by shielding their own staff suspected of corrupt dealings. In his four-page letter copied to the President and many ambassadors representing western powers, Onek says even when its their staff who are corrupt and ever embezzling refuge funds, the leaders of UN refugee agencies have resorted to maligning and destroying the image of Uganda by portraying the Museveni government as very corrupt.
Onek says this is extremely unfair because the donors themselves have been controlling 95% of all the financial resources going into refugee management in conjunction with international NGOs. He also accuses the donor agencies of monopolizing the more than $522m that was fundraised during the 2017 Kampala (refuge) Solidarity Summit President Museveni organized along with the UN Secretary General. That only $1.5m was allocated to the GoU. Onek says this fact is always swept under the carpet to enable the donor refuge agencies to effectively soil the image of Uganda.
That refugee management aspects like water trucking, emergency shelters and transportation of refuges where corruption is more prevalent are all handled by the UN agencies and the international NGOs which are always their proxies in the kick back-solicitation syndicate. He also demands that UNHCR and WFP immediately surrender their staff to be investigated by the IGG and Police since the agencies have been duping government about parallel investigations which never take place. Onek accuses the UN agencies of deliberately shielding their staff from being investigated by GoU agencies by claiming they have diplomatic immunity which he says is dubious and sham because they aren’t diplomats themselves. In making all these claims, Onek corroborates claims some of the interdicted OPM officials had previously made unmasking the hypocrisy of the UN refugee agencies’ leaders when it comes to decisively walking the talk against corruption in refugee management.
