Works & Transport Minister General Katumba Wamala has finally relented and signed off Allen Kagina’s contract renewal meaning the 59-year-old corporate leader will lead the roads entity for another 5 years counting from 1st May 2020.
As Mulengera News previously reported, Kagina’s contract ends on 30th April and the UNRA governing board, headed by former Minister Fred Omach, recently wrote an evaluation report recommending her as suitable for retention. In its edition today, the Daily Monitor reported that she had scored 97% implying she had exceeded the board’s expectations and also the targets set by the NDP II which guided Uganda’s long-term development planning for the period under review.
As we previously reported, the President had bought into the Board suggestion and signaled Katumba to reappoint her for another 5-year tenure. But Gen Wamala, who has directly been supervising Kagina for the last 2 years, had dragged his feet arguing the iron-fisted lady from Mbarara doesn’t have work that merits her staying on as UNRA ED. His hesitation risked portraying him as defying the President, a development many considered to be very frightening.
And the latest credible information reaching us is that yesterday afternoon Katumba Wamala (renowned for being cautious and contemptuous of confrontational approach to work in public office) put pen to paper renewing Kagina’s contract for another five years. This simply means that, God willing, Kagina will lead UNRA up to 2025. Besides the 97% performance the Daily Monitor reported about today, those defending her retention say it would be imprudent for UNRA, whose board mandate expires next month, to lose an incumbent CEO whose retention is considered to be good for institutional memory and consolidation of previously-registered achievements.
