Kassanda District officials have commenced investigations into the alleged double payment of gratuity to the family of a deceased employee of Kassanda District. It is alleged in January 2021, Kassanda District paid twice Nathan Lubega’s daughter’s gratuity of 50.8 Million Shillings instead of 25.4 Million Shillings and that in July, and he was paid an additional 22.9 Million Shillings.

Lubega from Kakumiro Town Council is the father of the late Juliet Nabukenya who was the Community Development Officer Nalutuntu Sub County.
The Kassanda South Member of Parliament, Patrick Nsamba said that he received a letter from a whistleblower in Kassanda and has requested information from the concerned offices. He said that they have put the matter before the Chief Administrative Officer to provide them a brief by end of this week in order for them to take action. According to Nsamba, they have also asked the CAO to explain what action has been taken since one of the persons named in the letter is still an employee of the district.
Kassanda LCV Chairperson, Fredrick Kasirye Zzimula said that he has not seen the letter although rumors have been circulating about the same. Zzimula says that he has invited parties involved in the matter and the beneficiaries to the meeting.
In a March 16 letter, Lubega wrote that he was committed to paying back 48.4 Million Shillings which was an overpayment to the Estate of the late Nabukenya. He said that he would pay the money to Kassanda District Local government account not later than June 15, 2022.
“However, I wish to inform you that of the Shillings 22.995,261 that I was paid in July 2021, I only received Shillings 5 million and the balance was taken by the Human Resource Officer in charge of pension Alyao Jacqueline and therefore request for your intervention and help accordingly,” reads the letter. When contacted, the Chief Administrative Officer Donath Eswilu said that he is not privy to the matter because he took over the office in Kassanda District last month.

Kassanda District former CAO, Fredrick Ssemwogerere declined to speak about the matter in a telephone interview. He said that the letter is an official document for Kassanda District and that it should be handled from there. Jacqueline Alyao, the Human Resource Officer in charge of pension who is accused by Lubega declined to comment on the matter. She said that it is only the CAO to direct her on what to say about the case-URN.
