Through a representative, the Inspector General of Police Okoth Ochola has finally intervened into the FDC wrangling by writing a letter whose sole effect is to complicate efforts by aggrieved leaders and party delegates to ride on provisions of the party constitution to oust Dictator Nandala Mafabi (SG) and his very discredited walking stick called Patrick Oboi Amuriat using the extra ordinary delegates conference that is being slated for Tuesday 19th September at Busabala.
Next Tuesday 19th September, FDC National Chairman Wasswa Birigwa [closely working with his Deputies Salaam Musumba (Eastern) and Roland Kaginda (Western)] will be convening a special extra ordinary delegates conference during which the ouster (vote of no confidence) of Nandala and POA will be mooted to make them pay for the mischief their anomalous conduct has occasioned on Uganda’s once very formidable political party. FDC legal Counsel Moses Tugume says it’s only Birigwa who the party constitution vests with powers to convene a delegates’ conference meeting though the SG is required to play some supportive roles such as availing the seal to authenticate the day’s resolutions besides taking minutes.
Tugume adds that the very discredited old man Boniface Toterebuka Bamwenda has no powers to convene the delegates’ conference to elect national party leaders (as he is purporting to on Friday 6th October) even when he holds the position of Electoral Commission Chairman. The possibility of being duly ousted by the mandated party leaders at the delegates conference is the reason Dictator Nandala and his walking stick called POA have been working hard to frustrate the Birigwa conference while propagating their illegal one slated for Friday 6th October inappropriately being convened by very discredited old man Toterebuka Bamwenda.
The Dictatorship at Najjanankumbi has tried all efforts to frustrate the Birigwa meeting in order to save themselves from the impending ouster including starving Birigwa of funds. The procured supporters of the decadent Dictatorship at Najjanankumbi have also lately been leveraging on social media platforms in a bid to discredit old man Birigwa. Their hangers-on had, at some point, resorted to dragging in Minister Joyce Sebugwawo claiming that she was the conduit through whom Mzee Birigwa was trying to obtain funding for his Tuesday meeting. In a bid to securely scatter their eggs in different baskets, they also reached out to the Police leadership demanding that the state coercive machinery be unleashed to prevent Mzee Birigwa’s much-anticipated Delegates Conference, a request the IGP Okoth Ochola’s office has predictably responded to.
In a letter dated 12th Tuesday September, a one John Nuwagaba (writing on behalf of Ochola) has directed Birigwa to call off his meeting and instead harmonize with the Nandala-POA duo or challenge their leadership via the Courts of law where predictably those out to annihilate the Dictatorship at Najjanankumbi will struggle to secure any victory. This is so because Uganda has degenerated to a point where you will require a sober-minded judge (and they are few such judicial officers these days) to rule against a group that is perceived to be more agreeable to members of the Ugandan deep state (as Charles Rwomushana keeps calling it).
The Ochola letter was a reply to the Monday one Mzee Birigwa had authored notifying Police about his Delegates Conference and seeking their cooperation to ensure that the more than 1,500 delegates securely attend the event at Busabala. The IGP’s office, which had previously been petitioned by the Dictatorship at Najjanankumbi seeking protection against the Birigwa group, conveniently seized on the Birigwa letter to demand that the Tuesday 19th Delegates Conference gets called off. The contents of the letter (disallowing activities of one FDC tendency in favor of another) have caused the Police leadership to be perceived by Ugandans on social media as bestowing upon itself power and authority to interpret the provisions of Constitutions of political parties which would be ultra vires and a very unsustainable path to take.
Dictator POA, who is increasingly becoming disrespectful of Dr. Kizza Besigye and other opinion shapers in FDC-and is also increasingly becoming paranoid, says the Birigwa event is full of kiwaani/fake delegates elected at the 2018 conference yet the party has a new batch of delegates procured through the Kiwaani Toterebuka Bamwenda electoral process which has demonstrably been castigated and shunned by genuine FDCs across the country as nothing but mere facade.
