The Court of Appeal has embarked on two sessions aimed at hearing a total of 79 appeals in just one month. The hearing and disposal of the civil appeals will happen in the capital Kampala starting today, November 01, 2021.

The Court of Appeal (sometimes the Constitutional Court) is the second highest court in the land, only inferior to the Supreme Court. Its quorum is duly constituted by an odd number of not less than three justices.
This same court constitutes itself into a Constitutional Court to hear constitutional cases. The Constitutional Court comprises 15 justices and handles the matters, issues or cases concerning the interpretation of the Constitution. When presiding over a constitutional matter, there must be a quorum of at least five justices of the same court.

The Court of Appeal has appellate jurisdiction to handle appeals against rulings made by the High Court of Uganda. It is this court which will hear the 79 appeals, including one where Advocate Paul Wanyoto Mugoya is seeking remedies from Sergeant Joshua Oumo and another.
A panel of three Justices – Fredrick Egonda-Ntende, Muzamiru Kibeedi and Christopher Gashirabake – will handle one session while three other Justices – Elizabeth Musoke, Catherine Bamugemereire and Stephen Musota – will preside over the other session of hearings and rulings. Justices Egonda-Ntende and Musoke will lead the panels.
The Judiciary has assigned 39 appeals to Egonda-Ntende’s panel while the rest (40 cases) will be handled by the panel led by Justice Musoke, according to Court of Appeal Registrar Susan Kanyange.
Kenyange explained that the Court of Appeal sessions are aimed at both clearing the backlog and delivering justice in a timely manner. The Registrar also revealed that the same court decided on 171 appeals in August and September 2021.
