Having bitterly failed to become the Executive Director for PPDA a few months back, Counsel Angela Kiryabwire (currently working as head legal with Capital Markets Authority CMA) now has her eyes on becoming the next Secretary (or Accounting Officer/CEO) for the troubled Uganda Law Reform Commission (ULRC).
The job advert went out sometime last month and our reliable sources close to her indicate that Angela Kiryabwire is among those who applied for the same. And sources knowledgeable about the recruitment process indicate that her chances would ordinarily be high (because many seasoned potential CEOs shun the Commission due to the scandalous publicity it has continued to attract) but her only problem is the disputed track record including not being a team player at UNRA where she powerfully served as a Board member in the past.
Whereas many continue to wonder what this sister of Justice Godfrey Kiryabwire is exactly running away from at CMA, Mulengera News can truthfully reveal that the recent changes inside State House left many would-be powerful people deflated and Ms Angela Kiryabwire is among them because it remains uncertain if the new PPS Kenneth Omona will easily warm up to her like his predecessor Molly Kamukama had to the extent that her unsuccessful bid for the PPDA job was tremblingly perceived by some at the Finance Ministry (which supervises PPDA) as something the powerful lady from Kazo/Kiruhura was keenly interested in.
Some suggest that the Peter Wandera-led ULRC Board should be cautious to recruit someone less controversial because the otherwise very important Commission has had its adequate share of intrigue and work place fights and now is the time to get someone more restrained in the CEO office to replace the very combative Bernadette Nalule (formerly of EOC) now serving as CEO but in the acting capacity. This caution is important to build strong teams leading to great results and outputs, something that can gradually cause the fatigued donors to once again consider the Commission more favorably.
