The Office of the National Chairman (ONC) of the ruling National Resistance Movement (NRM), also Uganda’s President Yoweri Kaguta Museveni, has announced a schedule for a countrywide campaign aimed at raising awareness and cleaning up the network of volunteer coordinators ahead of the 2021 general elections.
According to Ms Milly Babirye Babalanda, President Museveni’s Senior Political Advisor and Personal Assistant, the training of the coordinators under the NRM Chairman’s office will achieve at least seven objectives by the time it ends on March 20, 2020.
Some of these objectives include: cleanup of the network of volunteer coordinators under the Office of the NRM National Chairman, equipping them with mobilization skills, briefing them on Museveni’s ongoing wealth creation initiatives, and giving them tips on how to deal with political crimes ahead of the forthcoming political season.
The coordinators will also be reminded of their roles in the electioneering process, sensitized on roles of volunteer mobilizers and given tips on how to relate and collaborate with the media, including in circumstances of a hostile media.
The awareness campaign is expected to happen in 12 subregions of Uganda. These include Kampala, Central North, Central South, South West, Mid-West and Albertine. Others are West Nile, Northern, Eastern, Karamoja, Elgon and Kiira.

On the legality of the exercise, which will start on Friday, February 28, Babalanda said the activities will be organized in accordance with chapter Four (4), article 14 of the ruling party’s Constitution which is clear on the roles of the NRM National Chairman.
In fact, added Babalanda, President Museveni himself will supervise the exercise. Babalanda, known for her loyalty to the NRM and Party Chairman, will manage the campaign while NRM Chairman Office Administrator Faruk Kirunda will coordinate all activities.
Babalanda further revealed that top NRM leaders and security chiefs, at national and local levels, will attend and address the coordinators. The facilitators will include Deputy Government Spokesperson Col Shaban Bantariza, Kigozi Kaweesa, Gonzaga Basulira, Haj Sulaiman Walusimbi, Habib Seruwagi and Obed Ambikize. Others are Francis Akule Illa, Andrew Onyuk, Dan Mulalu, Lenos Lotem, Eseza Airo and Ibrahim Kitata.
Meanwhile, Babalanda preached peace in the 2021 election processes. “All Ugandans are called upon to exhibit a high level of maturity and respect of the law that will facilitate a peaceful electioneering period,” said Babalanda.
“If there is chaos everyone loses. In the event of bad transition, new office bearers will likely undo the much-coveted achievements that we have had.”
